Energy Economics Policy Seminars

Thursday, 14 February 2008, The Hague

On February 14, 2008 (13.30-17.30), the first meeting of a new Seminar Series on Energy Economics Policy Issues, organized by the CPB, the Ministry of Economic Affairs, NMa and TILEC/Tilburg University, will take place.

The aim of the Seminars is to create a discussion platform for Dutch energy economists, and to bridge the gap between policy makers and academics. It intends to improve the economic foundation of the Dutch energy policy, and ensure that economic research is better aligned with the specific needs of the energy debate.

As a topic for the first seminar we have chosen "wind energy". Wind energy is one of the cheapest renewable energy sources available and the Netherlands might have a strategic advantage in producing wind energy due to is geographical location and technological experience. The introduction of wind energy raises however specific issues, such as the impact on the electricity market and the effectiveness of incentive schemes.

We are glad to have two experts in the field:

Karsten Neuhoff (Cambridge University) is an internationally renown expert on the design of energy markets. He has published numerous academic papers on the promotion of wind energy and the system-wide effects of the integration of wind. Neuhoff will give a lecture on the relationship between market power and technologies. Presentation.

Xander van Tilburg (ECN) has worked extensively on the comparison of different incentive schemes for the promotion of renewable energy, and in particular wind energy. Van Tilburg will give a lecture on the effects of different incentive schemes. Presentation.

After both lectures, discussants will kickoff the discussion. Marcel Vermeulen (NMa/DTe) will reflect on the issue of market power, while Paul Koutstaal (CPB) will comment on the issue of incentive schemes.
